I am Hidenobu Onishi, the first refugee of Deutschland from Japan.

You may wonder, why I am complaining difficulty? That is problem only in Japan.
The reason is, in Japan, there is a Whistleblower Protection Act (Act No. 122 of 2004);
But there is not an act of carrying out a whistleblowing.
Only written in a Whistleblower Protection Act (Act No. 122 of 2004);
Article 10(Measures That Should Be Taken By the Administrative Agency)
(1) Any Administrative Organ which receives Whistleblowing as provided for in Item (ii) of Article 3 from a Whistleblower shall conduct the necessary investigations, and if such investigations confirm the existence of the Reportable Fact, the Administrative Organ shall take appropriate measures such as the measures required by laws and regulations.
There is a problem.
If an Administrative Organ doesn't want to confirm the existence of the Reportable Fact, they do nothing without investigations.
And, there is no penalties in the law, as you can read.
Administrative Organ person is a National Public Service, so please read The National Public Service Act, too.
If they do a crime of omission, for example my sueing, nothing is decided about that in Chapter 4 Penal Provisions.
So if I go to Police or Public Prosecutors Office, they do nothing because no Penal Provisions are decided about such crimes.
As a result, Administrative Organ can hide crimes related to big companies, without penalties.
That is a big problem.
Do you say I have to solve the problem in Japan?
I think this must be solved not only by Japanese people, but also by people all over the world.
